In a significant development, the U.S. 3rd Circuit Court of Appeals has overturned a previous federal district court ruling, reinstating the requirement for signature verification for mail-in voting in Pennsylvania.

The decision, which was delivered by a panel of three Democrat-appointed judges, has been hailed as a "crucial victory for election integrity" by the Republican National Committee (RNC).

The ruling, which was split 2-1, reinstates the Pennsylvania Supreme Court's 2022 mandate for a "dated signature requirement" for mail-in voting. The RNC, National Republican Congressional Committee (NRCC), and Pennsylvania Republican Party (PAGOP) had initially secured a victory on this issue in November 2022.

However, a federal district court later overturned this requirement in November 2023. The RNC appealed this decision, leading to the recent ruling by the U.S. 3rd Circuit Court of Appeals.

The court's decision is expected to have significant implications on left-wing attempts to utilize the Materiality Provision of the Civil Rights Act across the nation. It is also seen as a triumph for mail ballot safeguards in Pennsylvania, a critical swing state.

The ruling stated, "The Pennsylvania General Assembly has decided that mail-in voters must date the declaration on the return envelope of their ballot to make their vote effective. The Supreme Court of Pennsylvania unanimously held this ballot-casting rule is mandatory; thus, failure to comply renders a ballot invalid under Pennsylvania law."

RNC Chairman Michael Whatley praised the ruling, emphasizing its importance for election integrity and voter confidence. "This is a crucial victory for election integrity and voter confidence in the Keystone State and nationwide.

Pennsylvanians deserve to feel confident in the security of their mail ballots, and this 3rd Circuit ruling roundly rejects unlawful left-wing attempts to count undated or incorrectly dated mail ballots. Republicans will continue to fight and win for election integrity in courts across the country ahead of the 2024 election," Whatley said in a statement.

The case in question is PA State Conference of NAACP Branches vs. Secretary Commonwealth of PA, No. 23-3166 in the U.S. Court of Appeals for the Third Circuit.
