In a recent House Armed Services Committee hearing, Department of Defense (DoD) officials testified about their preparations for a potential surge of illegal Haitian immigrants into the U.S., given the current state of chaos in the Caribbean nation.

During the hearing, Representative Matt Gaetz questioned the officials about their plans to manage the potential influx. He asked, "What are we doing to prepare for that wave and to ensure that these people are not paroled into the United States as the administration has done with people on the southern border, but instead are repatriated back at the dock at Port-au-Prince?"

Rebecca Zimmerman, Assistant Secretary of Defense for Homeland Defense and Global Security, responded that the department is actively monitoring the situation and preparing accordingly. She stated, "At the moment we have not yet seen large numbers, what we would characterize as a maritime mass migration, but we are alert to that possibility. I think you’re right that the driving conditions in Haiti could very well press more people."

Zimmerman also mentioned that additional support has been approved for the Coast Guard. In response, Gaetz suggested that the Coast Guard could benefit from more naval vessels and DoD support. He referred to Executive Order 13276, signed by former President George W. Bush, which allows the president to designate an anticipated mass migration and deploy naval vessels to deter it.

The State Department has outlined new actions to manage regional migration, under which Haitian nationals qualify for a "new family reunification parole processes." This allows illegal immigrants to enter the US on a "case-by-case basis." This is in addition to the 30,000 illegal immigrants that are being brought from Haiti among other countries.

The term "parole" in the U.S. immigration system refers to individuals who have not been formally admitted into the United States for immigration law purposes.

Meanwhile, Haiti is grappling with widespread chaos. Over 4,000 inmates have escaped from two of the country's largest prisons and are currently causing havoc in the streets. The capital, Port-au-Prince, is under the control of gangs, including the "G9 and Family" gang led by Jimmy Cherizier, also known as "Barbecue."

In a recent development, Haitian Prime Minister Ariel Henry announced his intention to resign "immediately after the installation of [a transition] council," further escalating the country's political instability.
