Local Activist Reunites Homeless Man with Long-Lost Sister, Exposes Failures of Government Homeless Services.

Barney Chapman, who had been homeless on and off for 17 years, finally found hope when Kate Monroe, a local activist, discovered him living under a tarp in Oceanside.

While California's billions of dollars allocated for homeless services have failed to make a significant impact, Monroe took matters into her own hands, providing Chapman with shelter and reuniting him with his sister, whom he hadn't seen in decades.

In an interview with Fox News, Monroe, the CEO of VetComm, which assists homeless veterans in obtaining disability compensation and transitioning into housing, questioned why the government's vast resources couldn't achieve what two regular people accomplished.

She expressed her frustration with the city's failure to help Chapman, stating, "The government is not doing a good job taking care of anyone, let alone your homeless relatives."

Monroe's encounter with Chapman occurred during her efforts to gain a better understanding of the homeless crisis in San Diego and Oceanside.

Chapman, a 65-year-old man who had lost his leg in a car accident prior to becoming homeless, was the last person she interviewed. After a local news station aired the video of their meeting, Chapman's sister, Marjorie Chapman, recognized him and reached out to Monroe.

Marjorie tearfully embraced her long-lost brother, expressing her relief that they had finally been reunited. She vowed to support him and pleaded with him not to disappear again, saying, "I don't ever want to see a picture of you lying on the side of a hill in the grass again."

While the reunion was a "fairy tale ending" for Monroe, she remains disappointed with the city's handling of Chapman's case. When Chapman initially met Monroe, he provided her with a business card from a city department responsible for assisting homeless individuals in securing housing.

However, despite numerous attempts to contact the department, neither Chapman nor Monroe received a response.

The City of Oceanside claims to have served 622 homeless individuals last year, with only 39 of them finding permanent housing. Although the city offers a motel voucher program, Monroe and another woman decided to split the cost of a motel room for Chapman after their calls went unanswered.

As a result, Chapman has been off the streets for a month.

Monroe emphasized that Chapman was one of the easiest people to help, as he did not struggle with drug or alcohol addiction or mental health issues.

She questioned the fate of those who are not as capable of advocating for themselves, stating, "If this is happening to Barney … you got to think what's going on with all the people who aren't good self-representatives."

Salvador Roman, Oceanside's Housing Management Analyst, acknowledged the frustration expressed by Monroe and others but noted that the demand for assistance often exceeds available resources.

He emphasized that services generally need to be requested by the individuals themselves, rather than by third parties. Homeless individuals can reach out by calling 211 or visiting a resource center in person.

Monroe urged Americans to take action and not rely solely on the government to solve the homeless crisis. She called for citizens to "lean in" and emphasized the need for collective efforts to address the issue effectively.

Oceanside, with the second-highest number of unsheltered residents in San Diego County, faces a significant homeless population. In May, downtown San Diego reported its highest number of people living on the streets in the past 11 years.

Despite increased spending on homeless services, the problem persists.

San Diego Mayor Todd Gloria's proposed city budget allocates $81.7 million for homelessness, a nearly $20 million increase from the previous fiscal year.

Oceanside has also received millions in government funds for the construction of a homeless shelter, which has experienced a significant budget increase since its approval in 2021.

Monroe remains determined to secure permanent housing for Chapman. He receives government benefits and has already saved $2,000 towards purchasing an RV, which would allow him to live in an RV park with full amenities.

Reflecting on Chapman's transformation in just one month, Monroe expressed amazement at the positive impact of providing him with a safe and stable environment.

She described his newfound happiness, noting that he has been cleaned up, received new clothes, and had his hair cut. Chapman is now looking and feeling like his full self again.
