According to the annual report by Switzerland's main intelligence agency, the NDB, Russia continues to have a significant number of spies disguised as diplomats at its embassy in Bern and its mission to the United Nations in Geneva.

This makes Switzerland a hotspot for Russian espionage activity in Europe. While Russia's intelligence activities in Europe and North America have been weakened by the expulsion of Russian agents posing as diplomats following the Skripal incident in 2018 and last year's invasion of Ukraine, their number has remained stable in Switzerland.

The report states that "Of the roughly 220 people that are accredited as diplomatical or technical-administrative personnel at the diplomatic and consular representations in Geneva and Bern, at least a third are likely still active for Russian intelligence agencies.".

The NDB report also highlights that Switzerland is one of the states in Europe where the most Russian intelligence personnel are deployed under diplomatic cover, due to its role as a host country for international organizations. In contrast, China is believed to have fewer spies at its diplomatic missions in Switzerland, with the NDB stating that China is more likely to have spies masquerading as scientists, journalists, and businesspeople.

The report's findings are a cause for concern for Switzerland, which is known for its neutrality and has traditionally been a hub for international diplomacy. The NDB has previously warned that foreign intelligence services are increasingly targeting Switzerland, with cyber espionage being a particular concern. The agency has also highlighted the threat posed by terrorism and extremism, stating that Switzerland remains a potential target for terrorist attacks. The NDB's report serves as a reminder that even small, neutral countries like Switzerland are not immune to the threat of espionage and terrorism in today's globalized world.
