Illinois' recreational marijuana tax went into effect in 2022, funding the reparations in Evanston, according to CNN. For the qualified people, $25,000 was available towards a down payment for a home, renovations, or help with a mortgage. One of the 14 approved residents in Evanston, Romona Burton, used the money to pay for windows, her roof, and her chimney.
Simons said, "It is one thing to identify a harm and prescribe a remedy. In the case of Evanston … we have been led to understand and appreciate that home-rule taxes are our most viable way to fund reparations, being that they’re within our purview."
