Robin Rue Simmons, an advocate for reparations, recently told CNN that she is uncertain of how San Francisco plans to pay Black residents $5 million each in reparations after successfully awarding reparations to approved residents in Evanston, Illinois.

Illinois' recreational marijuana tax went into effect in 2022, funding the reparations in Evanston, according to CNN. For the qualified people, $25,000 was available towards a down payment for a home, renovations, or help with a mortgage. One of the 14 approved residents in Evanston, Romona Burton, used the money to pay for windows, her roof, and her chimney.

Simons said, "It is one thing to identify a harm and prescribe a remedy. In the case of Evanston … we have been led to understand and appreciate that home-rule taxes are our most viable way to fund reparations, being that they’re within our purview."

San Francisco's reparations committee has proposed paying each Black resident of the community $5 million, with the board of supervisors mulling the proposal. Eric McDonnell, the committee's chair, said that the number was determined after an "journey" without a "math formula."

California Governor Gavin Newsom has yet to take a public stance on the possibility of reparations, though the state has created a task force to consider a proposal to give nearly $360,000 to each Black Californian whose ancestor was enslaved in the U.S. estimated at 1.8 million individuals with a total estimated cost of about $640 billion.
