San Fran 'Reparations Panel' Reveals How It Came Up With Its $5 Million Per Person Request

San Francisco's African American Reparations Advisory Committee recently recommended that qualifying Black residents should receive $5 million each as compensation for decades of discrimination that economically harmed them.

The Committee's chair, consultant Eric McDonnell, explained that the $5 million number was the result of a "journey" rather than a "math formula." McDonnell stated, "It was a journey for the committee towards what could represent a significant enough investment in families to put them on this path to economic well-being, growth, and vitality that chattel slavery and all the policies that flowed from it destroyed."

While slavery was never legal in San Francisco, reparations activists claim the city imposed racist policies that economically harmed Black residents for decades. San Francisco Supervisor Hillary Ronen expressed her wish for the city to have enough money in its general fund to pay for reparations but acknowledged that it was impossible without reducing the services currently provided.

Meanwhile, Supervisor Shamann Walton suggested using revenue brought in by the city's Cannabis Business Tax to fund reparations, but according to the city's budget office, the tax would only raise about $10.25 million annually and would not come close to covering the proposed $5 million payments.

To qualify for the proposed program, an applicant must be 18 years old, have identified as Black or African American on public documents for at least 10 years, and prove at least two of eight additional criteria.

These criteria include being born in San Francisco between 1940 and 1996 and having proof of residency in San Francisco for at least 13 years, or being personally or the direct descendant of someone incarcerated by the failed War on Drugs. The proposal also includes debt forgiveness.

The recommendation for $5 million in reparations payments to qualifying Black residents has generated mixed reactions, with some questioning the practicality of funding such a large payout. However, proponents of reparations argue that it is necessary to redress the harm inflicted on Black communities by systemic racism and discrimination.
