Both President Trump and former Vice President Biden are declaring victory in Pennsylvania, days before the key swing state is to sum to its election final numbers and on the same day it was announced that 21,000 votes were cast by dead people.

“We have a high degree of confidence in maintaining our margin of victory [from the 2016 election.] In fact, we are declaring a victory in Pennsylvania. This is not based on gut or feel. This is based on math,” Trump campaign manager Bill Stepien told reporters throughout a press call Wednesday.

“We feel very, very positive that the president and vice president will again deliver a victory in Pennsylvania. In fact, we have a high degree of certainty that the margin won’t be close,” he added.

Stepien made the statements after announcing that the campaign had filed a lawsuit to stop the counting of ballots in Michigan and asked for a recount in Wisconsin.

After making the call, the commander-in-chief’s son, Eric Trump, wrote on twitter, “We have won Pennsylvania!”

Talking to reporters from his home state of Delaware Wednesday afternoon with his running mate, Sen. Kamala Harris (D-Calif.), at his side, Biden made the statements after giving a speech about unity.

“After a long night of counting, it’s clear that we’re winning enough states to win 270 electoral votes to win the presidency. I’m not here to declare that we won, but I am here to report that when the count is finished we believe we will be the winners,” he announced.

Earlier Wednesday, Biden’s campaign manager Jen O’Malley Dillon was also optimistic about their position on a call with reporters.

“I want to share with all of you that Joe Biden is on track to win this election and he will be the next president of the United States,” O’Malley Dillon said, “We believe we are on a clear path to victory by this afternoon. We expect that the vice president will have leads in states that put him over 270 electoral votes.”

PA is key as Trump's way to victory narrows with Michigan, Wisconsin losses, for now, Pennsylvania is neck-and-neck between the two major-party nominees. The state expects to have “the overwhelming majority” of ballots counted by Friday, though the wait could go on longer.

The state has a final deadline to announce the election results of Nov. 23, though election officials are not expected to need that much time.
